Wire 9A OK. Relay R4 OK. Fuel shutoff solenoid OK. Glow plugs OK. Visual inspection. POSSIBLE PROBLEMS REASON FOR QUESTION Throttle adjustment incorrect. Water in fuel. Fuel injector(s) faulty. If throttle is not adjusted correctly, throttle speed will be too low to start engine. 2-44
